Chesterfield Valley / Valley View Subdivision Association Billing and Collections Procedure Effective February 23,2007 7:00 PM In accordance with Trust Agreement and Indenture of Restrictions of Valley View Subdivision and Chesterfield Valley as part of, dated 16th of March 1979, Sec 3.1 4 the trustees are empowered to collect each year from the owners a sum of money (assessment) sufficient for all the general purposes. The assessment should be determined by the trustees base d on a budget prepared by October 15 for the following year expenses. The homeowner HOA fee for 2022 is $300.00 

The following is the process for collecting HOA fees:

  • Homeowner invoice for the annual assessment are mailed to each owner. The payment is due 30 days later.
  • 30-days past due the unpaid invoices are declared past due and interest is added to the amount due in accordance with Sec 3.14. (Maximum allowable in Missouri). Statements to owners with past due interest will be mailed to the owner. The Accounting firm is responsible for communications with the past due owner. Trustees will refer inquires from owners to accounting office. 
  • 60-days past due unpaid balance is referred to collection Attorney for collection letter (cost of  $125 added to account). The collections Attorney is responsible for communications with the past due owner. Trustees will refer inquires from owners to collection Attorney. 
  • 90-days past due invoice, the collections attorney files a lien on property (cost of $250 added to past due amount).
  • 120-days past due invoice, the collections Attorney notifies homeowner of lawsuit (cost of $1,000 added to account).
